How do you make a scary porch for Halloween?

For the base layer, I used a large black trash bag, spray foam, and spray paint. The trash bag is black which adds a more realistic looking base to the wood. The spray foam provides a nice layer of insulation to the wood. And the spray paint reflects the light making it glow. In order to help make the front porch look more realistic, I added garden fencing to the porch rails to add a more creepy feeling. I also lit the rails with tea lights.

How can I decorate cheap for Halloween?

All of the above. If you're into the theme, love the candy, and are willing to spend a bit more on decoration, you can't go wrong with the candy aisle. If you're content to stay away from the scary stuff, a good thrift store will have plenty of inexpensive decorations, and of course you can buy your own pumpkins at the grocery store (buy them packaged, because you can always use that extra cash for the rest of the year).
